AIS-140 (Automotive Industry Standard 140) is a technical standard published by the Automotive Research Association of India (ARAI) that defines the requirements for Vehicle Location Tracking Devices (VLTD) and emergency panic buttons fitted to public service and commercial vehicles. It was introduced as part of a wider road-safety and passenger-security initiative, and it specifies the hardware, communication protocol and data-reporting standards a device must meet to be considered "AIS-140 certified."

What is a VLTD?

A VLTD, or Vehicle Location Tracking Device, is the certified hardware unit installed in a vehicle to continuously report its location to a designated state or central command-and-control centre. Unlike a consumer GPS tracker, a VLTD is built to a fixed technical specification — including a panic button, tamper detection and dual-server reporting — so that every certified device behaves in a predictable, government-recognised way.

Why is AIS-140 mandatory?

Following directives under the Motor Vehicles (Amendment) rules and various state transport department notifications, several categories of public service and commercial vehicles are required to fit a certified VLTD before their fitness certificate, permit or registration renewal is approved. The mandate is intended to improve passenger safety — particularly through the panic button feature — and to give transport authorities real-time visibility into public and commercial vehicle movement. Requirements, enforcement timelines and vehicle categories covered vary from state to state, so it's important to confirm your specific state's current rule rather than assume a blanket national requirement.

GPS Tracker vs. AIS-140 Device — What's the Difference?

A standard consumer GPS tracker reports location to a private app or dashboard and can vary widely in build quality, reporting frequency and features. An AIS-140 device is certified against a fixed government specification: it must include a panic button, report to state infrastructure at mandated intervals, support dual-server communication, and pass ARAI certification testing. In short, every AIS-140 device is a GPS tracker, but not every GPS tracker qualifies as an AIS-140 device — installing a non-certified tracker will not satisfy an RTO or state transport department compliance check.

Which Vehicles Require AIS-140?

In most states, the requirement applies to public service and commercial vehicle categories — taxis (including radio taxis and aggregator vehicles), buses (school, college, staff, tourist and private buses), goods vehicles (trucks, lorries, mini trucks, containers, trailers and tankers), and in some states, construction and mining vehicles.
